I only have about 200$ in the pair (maybe a bit more with shipping). The cab sounds good but gets farty if it's pushed to any significant volume, could be a bad speaker. It kinda works out because while the head sounds great and was extremely affordable, it doesn't put out much power. Unfortunately it's a little heavy for a practice rig

What sort of cab is that? 2x15"?

If the cab is loaded with either a 15" or 18" BLACK WIDOW speaker then the farty scratchy sound could indicate junk in the coil gap. This is a well known issue with BW speakers where the foam that sits on the vent at the back of the magnet rots over time and crumbles away into a dust that can drift into the coil gap..this is a possible reason for the farty sound.
You can test the speaker without removing from the cab by VERY gently placing your fingers on the basket and gently pushing it in and out a few times while listening for any scratchy noises. Any scratching most likely indicates junk in the coil gap. Peavey actually used to sell replacement baskets for BW speakers..not sure if they still do, but they were handy if you happened to blow a speaker.
Check out this guy here on TB a few years back explaining the dirty coil gap issue and how he cleaned it using a business card backed with the sticky side of masking tape to clean the crap from the gap.
This may not be your problem but as I have said..it is a well known issue on 80's BW speakers. The TB link shows an 18" BW being cleaned but also the same applies to a 15" BW too.
EDIT. There are many instances of videos on youtube about this issue if you google it.

It was time consuming. I used a small side cutters and flat screw driver to pull out all the metal staples holding the aluminum sides on. Then basically put them all back in after changing the grill material. Make sure you get the aluminum sides back on with the front tight against the grill frame, or it'll buzz a bit.
