Recommendations for a 'weird sounds only' board

You will probably want to be checking out GUITAR pedals as bass specific pedal are rarely in the "weird" category.

I would start by looking at some of the weirder offerings from EHX and EarthQuaker Devices. Particular the latter. Some of their pedals are borderline useless because of their weirdness but can provide hours of fun if you're into that kind of stuff.

Superego or Superego+, both have a send/return- in that the Banana, Ringworm, Rainbow Machine, Oceans 11 (mainly for shimmer) and Phase 95. (it's the best use Ive found for both Rainbow Machine and Banana) Outside that, other play themselves effects are Red Panda Particle, Tensor and Malekko Charlie Foxtrot. For drives, the Zvex Mastrotron is the most consistently usable (with a variety of basses while Wholly Mammoth is(was) best with passive). If you can fine one, MXR Brown Acid rules, good overdrives are joyo Orange Juice, Grizzly, Beta, Wounded Paw Black Sheep. or Spark Drive. EH Attack Decay into Prunes and Custard (or other envelope) is amazing.
 
From the "noise" part of the spectrum, you have most of the pedals from:
  • MASF (Raptio, Possessed)
  • Lastgasp Art Laboratories (Sick Pitch King Jr, Sandstorm)
  • ezhi&aka (Polarized Flutter + Echo)
  • Pladask Elektrisk (Gjengangar)
and for (sometimes marginally) more tameable/subtle sounds there's:
  • Lastgasp Art Laboratories Misty Cave
  • Fairfield Circuitry Hors D'Oeuvre/Shallow Water/Meet Maude
  • The King of Gear Mini Glitch
  • MWFX Judder
  • CooperFX Outward v1/v2
  • drolo Stretch Weaver/stamme[n]
  • Dwarfcraft Wizard of Pitch
  • WMD Geiger Counter

- tc electronic Flashback (this is just a fairly pedestrian delay, but I use it mostly for Reverse Delay and occasional remedial loop capture/playback)
- Bananana Matryoshka (weird synth pedal)
- Iron Ether FMeron (FM synthesis and ring modulation emulator)
- JHS Angry Charlie v2 (but any fuzz/buzz/shreddy distortion could suffice)
- Morley volume pedal
- Chase Bliss Audio Blooper (looping craziness)
- Chase Bliss Audio MOOD (weird ambience + more looping craziness)
- Chase Bliss Audio Habit (weird delay + even more looping craziness)
- Montreal Assembly Count To 5 (forward & reverse pitched delays, or still more looping craziness)
- [back row] VFE Klein Bottle (mixing/routing matrix switcher...allows me to toss loops back & forth between the four pedals in the front row)
- Soma COSMOS ("Drifting Memory Station" ...it's the de-evolution of looping paradigm, aka still even more looping craziness)
 
I'll never part with my EHX Superego+

It's main feature is that it freezes your sound. It also has 11 effects that can be applied to the frozen sound, as well as an fx loop to add additional pedals to effect the frozen sound. The 11 effects can be used on their own, and include delay, echo, filter, 2 trems, chorus, reverb, detune, flange, phase, etc.

It has the ability to be used with an expression pedal to change fx settings, or in lieu of an expression pedal you can use CV from a sequencer to modulate the settings. When combined with a sequencer it becomes a sonic beast. I feel like I keep finding different ways to use it, and oh man it sounds freaking great with monosynths, effectively making any mono into a paraphonic synth which is very exciting to me. Also plays well with just about everything I've put into the FX loop. Definitely my favorite tool for making weird sounds.
I definitely want one of these now. :p

If you really want a weird pedal board you cannot go without the Electro Harmonix Flanger Hoax. That is one of the weirdest, most unpredictable pedals ever made. I had one for a time and while you could never seem to get the same sound twice, you could stumble upon the craziest things while recording. Check out this clip where I play bass into it and it sounds like a child coughing
