Scales or Chords?

I chose chords because I have learned over time that that is how the (jazz) greats thought of music
more accurately they had an awareness of an "overall sound" that would be heard in a chord, scale or mode

Both are important but I think it's best is to learn the chord tones first. Once you know the root, 3rd, 5th and 7th you only have 3 more notes to fill out the scale/mode. This leads to a good understanding of the relationship between the chord and the scale.
Both for me. I write my basslines from scales, picking the right notes for the chords. It's not enough to go into major and minor scales; I've been writing songs in modes.
Chord tones = target notes. Other notes in the scale are possible passing tones. Unless you want to emphasize a certain sound and are using a passing tone not in the scale to accomplish that. So basically chord TONES.
Neither. Melodies. If you practice scales all the time, your parts become "scalar", which is boring. If all you do is focus on chords, you miss what moving single notes can do for you, and playing in the lowest octave, chords are pretty much useless.
Being melodic will get you further than either scales or chords. A good bass line is very often a good counter melody - cool by itself, and great harmony when played with the other parts.

Chords. Why you ask? How often do you play scales in a tune verses how often you play chord tones?
