Scales or Chords?

It's all about scales. The only thing where they are not of much use is when eating fish.
I'm going with Rush - "If you choose not to decide you still have made a choice." 
I was told by a guitarist it takes less talent to play a bass because it does not require playing chords.
I told him, he doesn't play chords either. He plays metal and only uses power chords, P5 perfect 5ths, which are not chords. They are only two notes together and are an interval.
He still doesn't get it.

Then again, sometimes you only need the root(s).
Chords are made from scales, I’m not sure how to separate them. Why would one want to exclude one over another? Chords and scales are relatively to learn so why not.
