Both similarly priced, with the "backup" head a few dollars more.

Ignoring any info you didn't give as well as any advice about something you'd need more or could better use the money for, I'd say to get the bass. I'd tend to have a lot more fun with a bass than I would with an amp.

Agreed, but then a head may be a little more likely to fail in the middle of a gig than a bass. So, you need another option - "Buy backup bass AND backup head". It's only money.

I know exactly how you feel .. After I bought a new bass rig and bass I went into withdrawal wondering what else I could buy.. This worked for me.

Almost any bass will do for a backup as long as it’s well set up. You can get a Squier Affinity for under $100 used most any day. You can also get an older Peavy head cheap if you look. If money is tight, you get what you need, not what you want.
