Ignoring any info you didn't give as well as any advice about something you'd need more or could better use the money for, I'd say to get the bass. I'd tend to have a lot more fun with a bass than I would with an amp.

I know exactly how you feel .. After I bought a new bass rig and bass I went into withdrawal wondering what else I could buy.. This worked for me.So, I don't Really need a backup head, OR another bass.
Both similarly priced, with the "backup" head a few dollars more.

The bass is sometimes kinda hard to find, but not always.
The head is just kinda cool.
