Small drone with camera hovering outside my window today.

I've had neighbors' TV remotes override my stuff. I'd bet you've got binoculars, so you could figure out exactly what the model/brand is. I'd bet whatever he's using has replacement controllers available solo. I'm with the rest of the posters in the sabotage camp. I have never flown RC, but I'd bet that it wouldn't take much to FUBAR the control with the slightest unexpected nudge. Decrease motor speed and increase yaw, watch it kilter. If he recovers, increase speed, decrease yaw, etc. He'll probably bring it down thinking something's wrong, giving you MORE time to figure out a more permanent solution, while he disassembles it to troubleshoot.

I had another thought, too. How "within city limits" are you? You said that under your hillside is basically empty, and you have an ocean view. Would you be permitted to take up skeet shooting? That's a possibility, if you were just out participating in your hobby, and "oops".
 
You only have to be accurate left to right...a straight over the shoulder cast. As long as you throw it high and far enough, the line will settle down on the drone. Distance and elevation just have to be "enough", so focus on the left-right aim.
 
Or you could DIY an overbored, shoulder fired fireworks gun, then surround the firework shell with BB's wrapped in a paper outer casing to meet the larger bore, then work out a rear peep sight and front post. Adjust shells Internal fuse length according to range to the target.

It'd be just like WWII bombers getting flak.

I have fired all sorts from potato cannons, but not streamers, so it's just my best guess it would work. Paperclips and fishing line with the right wadding, something with mass that fires but breaks up, maybe barely cooked porridge? Throw that out to the other TB mad scientists...

The shotgun would be the most fun. I would suggest 7 1/2s. Paint ball guns an pellet guns would be too inaccruate and the paint gun would cause a mess for a likely innocent bystander. A jammer may or may not work. But the RF helicopter or controlling it with your own controller would be almost as much fun as the shotgun.
