Yes that would work, the dmc will accept PC messages to change its P mode settings, so you could program your P presets, and then just send a PC from soleman to recall those presets, though having the hub in there for c4, you’ll need to invest some time in using the macros and program scene mode to send macros so that you can recall all your settings on all your devices with a single foot press.
You need to enable midi clock on each preset of each pedal, the vertigo does not currently have a midi cc for tap tempo, so midi clock is the only way, and it’s prosbably the more efficient way to do this anyways, given that cc93 can only be sent on one channel, while midi clock is global and not channel dependent.
The C4 definitely syncs to a MIDI clock- just look at options in the Neuro editor for how it syncs. The Vertigo should also automatically sync to an incoming MIDI Clock tempo (assuming you have MIDI clock enabled and the Vertigo is receiving this info from the Soleman), however according to the manual when it receives a MIDI Clock signal the Speed knob converts to a "Subdivision" control (so you may have to edit to get straight quarter-note sync). You need to have the soleman send midi clock instead of cc93. If the vertigo is receiving midi clock, the led will constantly flash the tempo. As @sunbeast Mentioned, the speed control becomes a subdivision selector, so be mindful of that as well.
You will have to enable the midi clock check box for each scene/pane you are using.
Set the hub to midi out rather than thru, run a cable from it back to the input of soleman, then in the soleman editor enable, “read scene names from hub”
