The engineering, design, and execution — science — is what determines the frequency range of a cab or combo, respective of driver size, is my understanding. Math + more math + more math (± black magik) = glorious bass reproduction. My combo with four 5 inch drivers is rated 30Hz - 15KHz, and it's a For Real 30Hz - 15KHz. Not that I want to be playing, or particularly recording, 30Hzand giving serious thought to a second, Always On HPF on my pedalboard for -24db @[frequency]. That way if a fine sound engineer asks (tells) me to turn off the HPF in front of my VT Bass, I still have an HPF in place on the underside of the board
