Voyager's writing team did the best job of closing out the series. They are head and shoulders over the others. Enterprise is literally the polar opposite. That writing team needs to be spaced.
The two part series finale of TNG was excellent. They put a lot of thought and effort into it. It always makes the list of top fan favorite episodes.
Unfortunately, most of the episodes that led up to it were just awful. Everybody knew from the beginning that they were being canceled at the end of the season so they had a very meager budget and some of their writing talent had premptively moved on to new projects.
Because they were saving their money to splurge on the finale, most of the other episodes suffered from a severe lack of resources.
In one of the episodes that features Worf, they cut back on his usually costly wardrobe and extensive makeup and prosthetics by writing his character to be disguised as a human as part of an arbitrary plot point. It was basically Michael Dorn wearing civilian clothes throughout the episode. Lame.
