That sounds like an impedance matching nightmare.
Not really. Running all the power tubes in parallel as push pull pairs, the output transformer would not need to change. The contemplated design would be power section always running at full, but power tubes being pulled out of the circuit when reduced volume is desired (although under what circumstances you might want less volume currently escapes me). In effect, the OT steps the voltage down from ~250v at the plate to ~20v at the speaker (depending on output tap)* regardless of how many tubes are pushing that signal through 250v. The limiting factor would be that the OT can handle the maximum power being pushed by the amp.

Put another way, imagine a 300W SVT. If a 6550 fails, you can pull that pair of tubes and the amp will still run albeit at reduced volume. The idea would be to virtually pull pairs of tubes by disconnecting the plates of those pairs.

* I haven't checked specs nor checked any math, just working from memory and that could be suspect.

Write on brother! Your posts books are more insightful than many "academic" books I regularly encounter in my work. Some are just academic in name only, and simply because a person is a prof and is expected to have some publishing output. Academic puffery. Besides, you write about Thunderbirds!

I was stuck in a waiting room a while back with a TV on with one incredibly stupid show after another. I was trying not to pay attention and still was getting dumber by the minute. Told the nurse I was so glad she rescued me before it was too late and the brain leak was beyond recovery.

I like my hot peppers pickled. I have a jar of pepperoncinis in the fridge that I munch on while burgers are on the grill. I love the squirt of hot sour vinegar when biting into them.

I usually ship some every year (shh!) but crossing borders might be problematic.
