Whatever turns your crank. Seriously, I'm a tool nerd and have never heard that term. "Side cutters" or just "wire cutters". For this job I'd use my trusty Flat Nose Parallel Pliers though.

DIagonal CutterS unlike flat nose pliers produce the desired swelling (if you will) at the slots entry point.

only at TB would "pair of dikes" be come a "paradox".
