Nope, it's USA.
Import passive JJ have a different 3 knob arrangement which don't allow for those on the pictured bass. Millennium AC follow the arrangement but have 2 Cirrus VFLs.
If you have doubts, ask the scale length. All* USA models were 35", imports were all 34"

Doesn't the body look import? They normally sunburst the edges
I do not think I've seen that finish
I have Chromes on my Slant Fury. Love them. Been on there for probably 6 or 7 years. Bass gigged regularly. Full deep tone but unmistakably still Super Ferrite.
I'm with Kodiak on this....that looks like a USA all the way. Maybe its a custom ordered finish?

I recently bought a Peavey Axcelerator 5 off of someone locally. I burned myself by not noticing that the neck was twisted and the truss rod was maxed. Does anyone know any necks that would fit for this bass? In the alternative, what are some necks that would need minimal routing of the neck pocket to work?

It might. If the distance from your saddles (at the midpoint) to the neck pocket is roughly 10.25" it will work.
Maybe try sending it warpedneck.com? Sounds like a perfect candidate for what they do.
I've had frequent luck loosening the truss... clamping to a straight edge... then snugging back up.

Yeah, unfortunately, with one 1/4 turn, I snapped the truss rod, so the neck is essentially shot given the value.
In the alternative, would a Foundation 5 neck work? I know it's 34" scale instead of 35", but if the heel is the same width and shape, I could deal with the 34" scale.
It's a switchcraft barrel jack, they wear out and fail. Just replace it
I know who has my mid 90s "VFLish" pickup 5... IF you wanted, I could get him to trace the fret-side of the neck for radius and width
