The nuclear North Korea really only came about because of the international (and mainly US) dithering on nuclear weapons control in the 60s and 70s with India and Pakistan alternatively receiving sanctions and aid depending on how anti-communist or pro-US they were perceived to be.
That being said though, the only reason why NK is still around is not its artillery aimed at Seoul, the missiles aimed at Japan, or the possession of nukes. It's China. NK needs foreign investment, and China is doing a lot of it - at very favourable terms
Besides, having NK around keeps the US busy and international eyes off their own human rights violations, which pale in comparison to NK's.

Our government and South Korea threatened to allow BP drill a well off the coast of NK.
