@Caca de Kick or @kulit17 would probably know better than me, but I am not aware of any Wal using graphite neck laminates.
There are two types of neck "reinforcement". One is the steel truss rod used to pre-load the neck tension. The other are the laminate stringers built into the neck construction. I would assume if Paul is using carbon in the neck, he is referring to graphite laminates as opposed to standard mahogany laminates.

^This is what I was thinking when he mentioned the reinforcement. The section with graphite stiffening bars. I have a bass built with these and it's extremely solid.

@Ccarson26 hit it on the head I belive the way it's worded. heres a pic of what is described as removing the graphite stiffening rods

and having it replaced with purpleheart

It was a Pro bass thing. Ian and Pete eventually decided the neck was more than stiff enough without them and omitted them from the Custom Series necks. See in the extract from the brochure below...
