I was once a victim of an ebay scam. I was advised to report it to the Australia cybercrimes unit. I did that and they passed it to local police where the seller was based. The police followed it up and I send them various pieces of evidence as requested. They eventually caught up with the guy and made him refund my money. The amount wasn't large, only $219. Maybe some people would not have bothered for that amount, but I didn't want the scammer to get away with it and I was glad to know that he was caught.
The procedure probably varies for different countries, but it may well be similar for the US or Germany or wherever. Anyway, it needs to be reported to the appropriate government organisation of the country where the scammer is located.
