Is it better to have a head that is a higher wattage or a lower wattage than the cab or does it not matter? For clarification the cab is 300 watt and the heads are either 250 or 400. Would it just be that with the 250 I can't get all the potential sound out of the cab and with the 400 I risk blowing the cab if I try to get too much?

The specs themselves do not matter, higher or lower. Listen to your cab while you play, and if it sounds like your speakers are buzzing, farting, whining, or struggling then turn down the amp.
