Eh, kinda splitting hairs here with this one.
I'd say most of the general public didn't have internet on a family home computer until the mid to late 90's. I remember in late elementary school (up until my freshman year of high school) we'd have letters sent home every year asking if we had internet connection at home in order to complete potential assignments throughout the year.
