What's better?

A long scale bass (extra frets) and a Jazz bass pickup configuration. Everything else is in the EQ and technique.

turns out it's a bass with the P/J configuration.

Scale length has nothing to do with the amount of frets. You can have a 30" scale bass with 36 frets or a 37" scale bass with 2 frets.

I'd suggest looking for something with similar qualities / features to begin with.

Were I looking for something similar I'd probably look for something used, perhaps something like a Peavey Dyna Bass with an alder body/maple neck and P/J config that I could drop a set of EMG pups in. The Pope pre may present a problem but any quality 3 band pre should work well for you.
