Hit the used FS section here on Talkbass. There are tons of 4x10's that fall close to your $400 price budget as indicated from your other thread.
If you need a little more cash, take up another job for a week or two and you'd be set!

The ebay cabs are a waste of money and time. The Ashdown Mags are decent inexpensive cabs, but I suspect you would do better with an Avatar 410 if you are buying new. However, you don't seem to have picked up on the best suggestion for loud, good quality construction and good tone; that was a used SWR Goliath. It would be within your budget and with enough power (Kustom Groovebass 1200 for example) you should be able to be heard all the way to Ft.
