You didn't say what kind of strings you're using. Round wounds can lose the grip on the core wire when you cut it to size. Always best to bend the string at the right point and then cut just above the bend helping the winding to get a grip of the core. The buzzing could be anything

I do 90 degree/L bends at the ends with needle nose pliers where I plan to cut the strings to proper length. Next, I cut the strings (I use some fancy bicycle derailleur and brake cable cutters I happen to have) at the outboard end or short side of the L. I leave about 1/8" of the L. After that, I use the pliers to completely crimp/bend over the short, 1/8" sides next to the long main portion of the strings.

I just did this process on two basses this morning.
