Why Text every freakin' time to ask "Is practice still on for tonight?"

If this is your biggest band issue, count your lucky stars.
I'll go out on a limb and say probably because he wants to know if your practicing tonight. Makes sense to me.
I got a text to tell me a rehearsal was cancelled from the electric guitarist because apparently there was an email thread that occurred as I was loading up where one of the singers wanted to cancel, and then everyone who doesn't have to actually load anything took the opportunity to dogpile on the "let's cancel" train.
Without that text, I would have showed up and been waiting around for someone to arrive and let me in the building.
Well, that's on them. They should have let you know that the rehearsal space was changed! How did they not do that?
No. Of course not. But band practice should be as important as the other things in your life. If you blow off practice to go fishing you aren't committed to the band and should quit
This IME usually happens in the early stages of a band. After you have a few shows under your belt it becomes like clockwork.
I might be inclined to ask every time if I've had the "canceling practice after I'm already on the way" issue in the past.
Things happen, people have lives and if practice is not on, which happens, I don't need to do the things around work and my family doesn't need to do the things that make way for me to have practice.
My guess is he dosen't want to rehearse.
Like a kid praying for a snow day so he dosen't have to go to school.
Or maybe not,.. I don't know.
Asking him might shed some light on it.
Maybe he's been in one of them bands where somebody didn't show up alot.
I've been in a few of those.
I had a hard time blowing off rehearsals for 20 years because our studio was at MY HOUSE.....
Like a kid praying for a snow day so he dosen't have to go to school.
Or maybe not,.. I don't know.

I think "some of" needs to be inserted between "as" and "the".
For example, if you stand to lose the job that enables you to play in the band - or even have a roof over your head - then that should take priority. Also, I would suggest that if you have a family, they would also be placed higher.
If someone needs to be present for their kid, I would hope that they do so.
Is it your responsibility to answer him? Does this somehow cause you extra work? If so, then say something to the offending party.
If not then forget about it. With everything happening in the world right now, getting your panties in a wad over a recurring text message seems rather pointless. Sorry!

I can answer that easily, he's probably had past experiences where people are constantly flaking out on the day of....
I'm sure that there's a thread somewhere about the things that you enjoy about this band, but for some reason I've yet to be able to find it. 
I'm in two bands, one is more responsible, older players and a pro drummer. Only time we text is to set a practice time, or if something comes up and someone needs to cancel (someone is sick, etc). Otherwise we all assume that what was agreed to is on. No real drama.
The other band (younger guys, bluegrass/stoners) is always a challenge. Two days before they start; "hey, are we still getting together?"..."what time was that again?"..."hey, I'm running late, be there in a while"...Then there's always the one guy - phone call, then a text back - "Oh, I didn't know about this. I'll be there soon".
My point? Probably consider yourself lucky if all it is is someone (even if always the same guy) double-checking.

Arrangements can change at a moment's notice and some might be left out of the loop just as I was. Had I confirmed arrangements beforehand - which had been long-standing up until that point - I'd have found out they'd changed, so where's the problem with calling/texting to confirm? I don't think there is one.
Whether my band notified me or not is secondary to the issue in discussion here.
