Any bass that has binding on the body (a la Rickenbacker) is not going to be comfortable for fingerstyle, because the body edge will hurt your forearm. Using a pick will be fine on them, because the way we rest our forearms on them will be different.

I can only say it took me years before I could comfortably play licks and scales using 3 fingers, so patience is a must.

I'd say it depends on the songs you're gonna play on the bass. If the lowest notes are mostly pedal notes (like how Metallica songs are played) I think it'd be more comfortable to tune down.
