Ummm.....no.
I get that... but it doesn't go from being frozen to the nut and portion of the rod basically falling out in your hand without applying some pressure. You keep saying this. A frozen truss rod IS A BROKEN TRUSS ROD.....

You keep saying this. The fact that this was picked up locally DOES NOT MEAN IT WAS HANDLED OUTSIDE OF TB.
This transaction was completed outside of Talkbass, does that make a difference?

I don't know, but I can't find his classified ad and my conversations with him now only have my side of the conversation visible. Can't find him by searching his name either.
The OP and the seller both state that the transaction was done through Reverb.
The OP made his paypal payment through Reverb and has contacted Reverb to open a case there.
Well, it was a deal between TB members......outside of the TB classifieds. However one wants to classify it is on them.
Yes, I do get it... if it was frozen it wouldn't fall off, frozen means it's still one piece. You do? Because you keep saying otherwise. The buyer was trying to TIGHTEN the rod, and it was frozen. When he removed the neck, and LOOSENED the nut, it fell off due to broken threads..........
LOL I just posted the same suggestion.Ah, the seller has weighed in! (About 25 minutes ago -- see above for that side of the story.)
One option that might not be fully satisfactory to either buyer or seller, but might indicate good faith effort to get this sorted and might allow everyone to move on, could be for the buyer and seller to split the cost of the necessary repair or replacement neck. This might not be satisfying to either of them, but could result in a playable instrument while limiting the individual additional cost to either of them. This potential solution, however, clearly does not acknowledge that one or the other may have been "in the wrong" in this situation and technically may not be "fair".

You are jumping into this with both feet and you haven't even read the whole thread... Yes, the seller has replied.Has the seller replied here? As you'll note above, the buyer noted they conversed through TB.

Yes, the seller replied recently.
Just saw it. Still not getting the "completed on Reverb" comment....other than the seller noted it was received and sold on his Reverb add.....which he has to do to get if off their system. The OP clearly states they discussed the deal here.
Dude, if the truss rod is broken it will spin freely both ways...that what broken means, two separate pieces that have no effect on one another. It can only present as frozen if it is still connected and in one piece. If you read my original post on the subject I did indicate that it may have been hopelessly seized, but if it broke that would take some outside force to then become broken.Sigh.....
