A local TB'er ripped me off!!

The OP made his paypal payment through Reverb and has contacted Reverb to open a case there.
 
Ah, the seller has weighed in! (About 25 minutes ago -- see above for that side of the story.)

One option that might not be fully satisfactory to either buyer or seller, but might indicate good faith effort to get this sorted and might allow everyone to move on, could be for the buyer and seller to split the cost of the necessary repair or replacement neck. This might not be satisfying to either of them, but could result in a playable instrument while limiting the individual additional cost to either of them. This potential solution, however, clearly does not acknowledge that one or the other may have been "in the wrong" in this situation and technically may not be "fair".
 
I don't know, but I can't find his classified ad and my conversations with him now only have my side of the conversation visible. Can't find him by searching his name either.

Has the seller replied here? As you'll note above, the buyer noted they conversed through TB.

This will never be resolved because it's he said, she said.

Why don't you both just compromise here and split the cost of the repair of the truss rod? It seems like the quickest and simplest way to handle this. If you wind up taking this to small claims court you will be wasting your time going there, and we all know time is money. Also there will probably be fees to file it, aggravation, etc. And you already know paypal isn't going to do anything here considering how the transaction went down.

The fact that the seller contacted the ebay seller confirms that he isn't 100% sure that the truss rod was in perfect condition. The fact that the buyer contacted the seller and was happy with the bass but then took it upon himself to adjust it suggests that there could have been error due to inexperience adjusting truss rods on the buyers end. Yes you will both argue the points I made and perhaps feel they are not accurate, and maybe they are, but only the big guy upstairs will know which one is accurate.

So as I said before, why not the both of you put it behind you, act in good faith, and split the repair? While it may not be the best solution you are both looking for, but it is probably the only way it will get resolved quickly. I would also only have the repair done by Lakland to make it fair as well.

We can talk al day about it, but this is pretty easy. PayPal is not going to force a refund since the buyer had opportunity to examine the instrument prior to taking delivery. At that point, it's his. The deal was completed on Reverb, so all resolution should take place there. Talkbass will not ban either member, nor should they.
 
If a previously broken truss rod/nut had been replaced somewhere in the past and a different nut screwed onto the remaining threads ("3 full turns"), it's entirely possible that subsequent adjustments would not have shown anything amiss.
That the "truss rod was stuck" is what I don't understand, if it was not at the very end of its travel.
As long as the remaining threads are in good condition and they are lubed, it should continue to operate as req'd, as long as someone doesn't try to decrease relief by trying to force the neck straighter while under full string tension and w/o 'helping' the neck into position, letting the truss rod only hold that position.
BTW: how could a truss rod have been broken if the neck was 'helped' into position before adjusting? By cranking it against all the string tension until the threads locked?

This would be my suggestion as well.

This is a very simple fix.
If I was the buyer I'd just drive my ass over to the sellers house and look him straight in the eye and ask him.
At the same time if I was the seller I'd tell the buyer to come over to my house and let's talk face to face.

Someone knows the truth and usually when it comes time to stare straight into another mans eyes the truth usually shows up quickly.

Dude, if the truss rod is broken it will spin freely both ways...that what broken means, two separate pieces that have no effect on one another. It can only present as frozen if it is still connected and in one piece. If you read my original post on the subject I did indicate that it may have been hopelessly seized, but if it broke that would take some outside force to then become broken.
