On guitar, I use fret wraps to reduce sympathetic vibrations of the the string length between the tuning keys and nut. On bass, I don't really notice that, nor do I tap, so I don't really use them for bass.

Yes, especially for tapping, where the sound from the left of the string (for us righties) can be quite audible.

I think they are to stop open strings from ringing along. And to hold your pony tail.
