I was mostly referring to section 4.1 of the paypal agreement:
4.1 Receiving Personal Payments. If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments.

I don't know the seller or his cabs etc... but they broke the agreement by asking for you to do this regardless.
Personally I would have taken the more expensive cab and been very happy about it... but that's not the point I suppose...
