I keep reading ads for used cars saying "new breaks" instead of brakes. I don't want to buy a newly broken car.
Ok , back to the hot water heater thing. Technically , two fingers is correct. There can really be no such thing as a "hot water heater. If the water's hot , it doesn't need to be heated again. If the water's cold , then it needs to be heated , however, often on blueprints for houses , the area where the water heater will be placed is designated with a circle with HWH written inside of it. I remember the water heater vs. hot water heater thing being discussed at great lengths in plumbing class. Because of the HWH use on blueprints , it was determined that "hot water heater" is an incorrect term , but acceptable.

Edit: I will add that if anyone in the class used the term "hot water heater" , they were quickly and soundly corrected by the class instructor.
...but hot water heaters regularly heat hot water - insulation not being 100% efficient guarantees it.

Also note that "hot" is a purely subjective word with no objective meaning.
Is 0F hot? Compared to absolute zero, yes.

...and now you know why I became an Electrical Engineer instead of an electrician, because then I got to be the arbiter of pointless details and correct folks for it.
Of course now I'm both a technician and the engineer - so whenever something is stupidly designed, or impossible to repair... I have to blame the designer, who happens to be me.
Problem is - in those days most folks were the latter.

1700 you say. Not at all relevant to the last the reality of 2015. You know UNIVERSAL EDUCATION in the first world.
As this was explained in the class , "The purpose of the device is to heat (raise the temperature)the water. The starting ambient temperature of the water within the device is irrelevant to the process. By your definition , if you drain the water heater and start with all cold water in it , it becomes a cold water heater and again , the ambient starting temperature is irrelevant. It is neither (or both) a cold water heater or a hot water heater but if you called it either in the codes and enforcement class , Mr. Jennings would swiftly and soundly correct you. Only one student made that mistake and the response has stayed with me all these years.
The HWH designation on blueprints is to avoid confusion between a water hydrant , also called a hose bibb and a water heater.
