Looks like someone tried to tow it home from a gig behind their car. Or perhaps it was rolled down a flight of stairs.

The caster sockets have been ripped or blown out by some sort of great force. The rest of the amp had to have suffered tremendous trauma.

Offer $15 if you are incurably curious.

Anythings repairable, but after that sort of impact i would budget for the entire amplifier and the speaker needing to be replaced plus a complete rebuild of the cabinet. There's endless possibilities for things like cracked circuit boards, sprung cabinet joints and other nasties that may not show up immediately. DoubleEs $15 seems a generous offer to me, i think it more than likely the cost of a decent repair would vastly exceed the price of a new amp.

I'd buy it for 10 bucks only so I could walk into the local Guitar Center with it and ask which way is the Service Desk, 'I'm gonna need some warranty work . . . . . . yeah, I THINK it still turns on'.

If the Owner did that to the amp, it tells you how they treat their equipment. I’d pass unless you can get it for $20.

I think that might be water damage. You shouldn't buy that item.
