I've never actually looked at the regulations on power cables as everything I've been involved with had an IEC inlet but I always assumed they were supposed to be.

I always wonder why they charge hundreds of dollars for a digital copy of these regulations. Regulations are always complicated. At the site above they describe how different countries have different requirements. CSA wants a number on the cable, UL doesn't but requires a reference number that will lead to their approval number.
The world needs a harmonized standard. Fat chance of that happening soon when civil servant jobs are involved.
