I have read that people can and do put Loctite on the saddle threes, so it is likely normal. Apparently you can also get shorter screws (saddle heads) of you want to lower the action. Apparently they're common and can be found in hardware stores, although I have never actually looked for them.
All Canadian basses usually come with an Allen key set which should have one for the neck. Mine doesn't have anything written on it (they're colour coded), but it looks to be either 3mm or 5/32" with a ball end.
