If my memory serves me, the lantern collectors would find their stuff relisted on ebay. I can't recall exactly how it all went down. I was just an observer, and didn't commit the details to memory. Keep an eye on the bay though, and see if your bass doesn't pop up again.

If Ebay does not reimburse the buyer, the buyer is going to come after the seller, either in court and/or by filing a complaint with Ebay.
Since it is being shipped via eBay's "Global Shipping Program" it appears the country where it is going has a restriction on that bass, for what ever reason. You'll get your bass back. You can offer is to the second highest bidder or relist it. If you relist it I would suggest you not check the "Global Shipping" box and restrict the sale to "Continental USA" only, no international shipping.

Ebay manages the exports of their Global Shipping Programme through Pitney Bowles's facility in Erlanger, Kentucky.
Americans who sell goods to an overseas seller receive a shipping label from ebay and ship the goods to Erlanger, where these pass through the US customs, get import clearance from the destination country customs, and then are shipped up to the final address. Shipping and duty fees are paid in advance by the buyer to ebay.
What I do not understand here is that ebay generally draws the refund to the buyer from the seller's account (credit card or paypal), and it seems it does not work like that in this case.

It is most likely due to Rosewood, like others said I'd recommend you to contact them ASAP. That platform in Kentucky checks items and reship them globally, used it a few times when ordering from the US to France. Good thing is import taxes are prepaid which avoids customs delays, albeit largely inflated to pay for the service.
This happened to me with a Music Man guitar a little while ago. Ebay offered to send it back to me if I wanted and I bet they would do the same for you. You can still sell domestically. And, yes, Ebay will liquidate that bass wholesale to someone else or perhaps sell domestically on the site themselves.
UPDATE: For laughs, I looked it up on Ebay...and there it is...sell for just a hair over what I got paid (and they are using my pics as well). It says it's some random member, but I'm guessing it's just Ebay doing it themselves.

I didn't say that. What I said, basically, was why doesn't ebay just ship the item back to the seller after sucking the money out of the seller's account (the latter part was implied as that is just common sense for that to occur).

I don't ship overseas ... but technically the Global Shipping Center is in the USA

I guess it was that implied part where I got lost. It was said multiple times in the thread that neither the Seller (OP) nor the buyer were out of any money.
So, yeah, if the OP didn't get to keep the money, I could see how it would be a scam. But it seems he will keep his money while Ebay possibly keeps his bass. So the whole situation is...strange.

So wait, basically they are holding the bass the buyer gets a refund and you get to keep the amount you sold it for?? that is fine for the buyer and you but it sounds like to me someone at ebay has a bass they need to sell for double to recoup costs why not refund the buyer and send the bass back to you I am totally confused at this
This happened to me once. eBay did what they said they were going to do. I kept the money, buyer got reimbursed. Not sure what went on behind the scenes but they buyer and I were both made whole.
Buyer gave $100, gets $100 back. Net even. Seller sends a bass, gets $100 back. Net even for the seller. The intermediary now has an item valued at $100 that they need to sell for $100 to be even.

If I were happily waiting for a 5-string Ric to arrive, I'd feel furious if ebay sold the bass to someone else.
Returning the bass to the seller would give the opportunity to try again. Maybe just a form was missing, like CITES conformity... whatever. Otherwise I'd feel robbed - deprived of the opportunity to buy that rather unique bass. Similarly to @Ric5 feeling sad because his work of craftmanship may not be getting played.
Hope it turns out well, for both.
