Does running the amp at 1/4 output get you anything over just turning down the gain and master? Sounds to me like it works like a governor.
I would think the Low setting of the 1/4 Output Switch allows you to drive the DeltaComp circuit at a lower volume and gets you "more tube-like response" than if you just turned down the Gain and Master. So, you can use a higher Master setting at the Low Output level to get more growl. At least I think that's the intention.
From the R800c manual: "H. MASTER: Controls overall amp volume. When setting MASTER higher or playing more aggressively, modified Fender DeltaComp™ limiter circuitry delivers more tube-like response to speakers with greater compression, harmonics and sustain."
