The CCs are all listed in the FI manual under “MIDI implementation”. Yes, if it’s currently bypassed and you want the preset to load in the engaged state, you’ll need to send the on/off command too.
It’s explained in the descriptions. Toggle just reverses whatever state the pedal is in when you send the same value, whereas on/off has a separate value for on and for off.
If you want the preset to load engaged then you’ll want “FI on”. If you use the toggle command then it will only engage if it is currently off (and vice-versa). Toggle command is what you would use if you were going to add a dedicated on/off footswitch for the FI on your MIDI controller (if you had the FI somewhere inaccessible like in a rack case for example)
Assume nothing with MIDI commands.
If you want it to turn off again, you’ll need to program the MS preset accordingly. Again, fairly easy to do and there are multiple ways to achieve it. The Morningstar manuals are pretty helpful.
No. “FI On” message will always mean FI will turn on, if it’s already on then it will stay on! As @Quatschmacher says, if you then want to turn it off you will need to program a button for “FI Off”, however the Morningstar is sophisticated enough that you can program a button to toggle between two different messages like that if you want- it will be the same as the toggle message in the FI list though, and the problem with the toggle approach is that if you are using multiple means/buttons to turn the FI on/off then you won't necessarily know that when you press it that it'll turn on or turn off. Personally I would just use the FI footswitch to turn the pedal off, then just tie an "on" message to the preset change for simplification of functions.

Use the keyboard at the bottom of the screen to play the synth sounds.
This is covered in the manual. It's the pedal that makes the sounds; therefore it must be plugged in, connected to an amplifier and engaged. You can trigger it without an audio instrument though by using the on-screen keyboard in the editor.
As @Quatschmacher says, the editor is basically just acting as a MIDI controller to the pedal and isn’t itself a software synth, so you won’t hear the sounds through your computer!
