Another idea to take to the teacher is to replace the lock on the locker and only tell the combination to the people who absolutely, positively, 110% NEED to know it.

Have the teacher be the only one to have the combo for it...

And I totally thought this was gonna have something to do with the Trailer Park Boys for some reason, though its the wrong member in this case.

This was my first thought.
 
Yes! Sometimes just the publicity of a thing can have a positive effect...ie; scaring the bastard into coughing up.

And absolutely NOT that I'm disputing what you say, but when I was in college there was another student who's name was the exact same as mine except for one letter - his last name ended with 'w' and my last name ends with 'e'.

The name of the student wasn't in the school's database, so the name given wasn't a real person, at least not in my school. And the administrator the bass was returned to described the kid, it was him. Not to mention that some of my friends saw him with a bass case that morning that he didn't have later. I'm convinced.
 
Un-asked-for advice; aside from maybe telling your music instructor (or whomever is responsible for the school instruments) about your suspicions, from here on I'd let it go. You got the bass back; no one can PROVE this guy took it; and y'all obviously rattled him enough to return it. End of story, unless the school chooses to pursue it with the police, etc.
