The meter guy wears a perpetual frown and stalks for violations with no reported empathy for drivers. Once he begins writing a ticket, it's over, even if the driver is running to correct the situation. I saw him once in the supermarket and the frown/scowl looks like it was burned into his organic EPROM.
Once I took a parking space and chucked my coins in the meter, but did not notice the meter was broken. Returned to find a ticket. Confronted him face to face because I know he was aware the meter was faulty. Went in person to the agency office and made my point. Someone walked with me to confirm the meter was broken, and they voided my ticket.
Today as I took coffee, I watched a gentleman around my age working to figure out how to use the electronic meter that replaced the old coin-op dial meters. They're so difficult to use, the agency has a meter in their office to instruct people who complain. Sometimes the fee is voided, sometimes not. The meters are stupidly engineered (and thus, guaranteed revenue).
The city doesn't see all that revenue. The parking authority is an outside agency on a fat contract. They're embedded here now.
