The bad news is that when I showed the images to my wife, she said that no amount of coverage could make that right. She said the we wouldn’t live in a place that had that sort of sewage infiltration. :(

I've knew people in the neighborhood I grew up in who lived on the lower elevation part of the subdivision who had back-ups in their basement - the health department condemned the property. I was kid so I had no idea what the remediation requirements were, but I'm guessing that it might have included demolition and replacement of major structure before reissuing a residential use permit. The big take away for me was to always try to be sure you live as far uphill as possible!

You guys keep mentioning "basements". What are those?(remember, I'm in south FL. Dig down 3' and yer in water);)

It’s like when they decommission a serice station. The soil is removed and carted off. They test the remaining soil to ensure that there is no residuals.

In the case of cement, it’s pretty porous so I don’t see how the contamination can be “flushed” out.

That's what I like about the Northern VA/DC metro area. While we did have a few minor earthquakes in recent memory and get hit by the occasional severe storm and/or fairly benign tornado, we seem to have been one of the least troubled areas in the country when it comes to large scale natural disasters. However, with global climate change impacting world weather patterns and affecting the environment in yet to be fully understood ways, I do wonder how long we'll continue to be in a what might best be described as a "meteorological and geological lucky zone".

That falls into the "indigenous population category" and can't be blamed on the geological factors or the weather...although come to think of it, most of those folks are really visitors who sort got voted onto the island.
