I just want to ask you a quick question

Has someone ever rushed up to you and said “I just want to ask you a quick question?” Have you ever wondered why does it have to be a “quick question” why can’t they just tell the truth and say “hey I need a good chunk of your time to ask you a lot of complicated drawn-out questions?” Do they think I will say “no I can’t answer any questions today” so they are hoping if it is a “quick question” that I’ll cooperate. Then twenty minutes later they are asking me the fifth long drawn out question, and I wonder what ever happened to the quick question? I have tried saying “no” when people ask me this they usually just pause and sometimes they laugh but they go ahead and ask the question anyway. Or, some people call by bluff and say “okay” and start walking away. Then, defeated I have to call them back and ask for the question. If they are a smart alec like me they will make me beg for the question.
What’s the deal, why do we say things like this anyway? I drive myself crazy by taking things we say literally and if you don’t believe me I’m going to punch you right in the nose. “In the nose?” What we have little tiny hands that fit up people’s nostrils?
So, to make a long story short … too late! Okay, I’m going to stop right here.

Upon second thought, your question seems semi-relevant to something an English teacher once told me.

Something along the lines of that, whenever someone comes up to you (especially if you haven't seem them in a while) and starts talking to you, always assume that they want something from you. It holds true more often than not, be it something simple on their behalf or some ulterior motive.

You're asking that people be more upfront, but to be honest, I'd rather someone say me "can I ask you a quick question" right off the bat, rather than play up small-talk for a while like they're generally interested before asking a question.
