That's because they use a neat piece of gear commonly referred to as a 'Volume Control'. If they actually put that entire 4000 watts into 2000 watt cabs they wouldn't last four minutes. The purpose of reserve amp power is so that the amp doesn't have to work anywhere near its limits.
It can if it's capable of delivering 500 watts or more when overdriven. Otherwise, no. Read this:

Perhaps you've never visited a site where you weren't an expert and had to wade through thousands of posts trying to find answers to your obviously annoying questions.:scowl:
Nevertheless I will continue to visit this site and try to glean as much knowledge as I can despite being ridiculed for being so inept.

Are you referring to me? I just looked at your posting history and I have never responded directly to one of your posts. I responded a general comment earlier in this thread, not directed at you, but so that the information could be clearly presented technically, with the idea that people who didn't know or understand could learn something. And perhaps some of the stupid old myths that hang around in muso-land could be squashed. I was actually thinking of putting something together, and asking some of the other engineers here to peer review it for content and accuracy. The intent would be to be able to refer to a source so newbs could read it, hopefully understand some and then ask pointed questions to clarify or for comments on their individual requirements.
Sounds like a great idea to me. I would be happy to see experts in the field of these controversial issues (Tube vs SS watts/reliability; underpowering/overpowering cabs; speaker size vs frequency response/punch; etc...) to get together and come to a consensus on these kind of subjects. Then one could post it up with all the experts involved signing off on it for credit (for contributors and info!). Then open it for discussion and one of us mods could add it to the Amps FAQ's.
BTW, I will try to work on updating the Amps FAQ's.

RIjake, we see this and similiar questions that are repeated on a weekly/daily basis. It can get really old answering the same question over and over again. It feels like no one is listening to what you posted before so some members get ticked off while others just stop participating.
Others, like A9X, actually contribute ideas to help all Talkbass members so please relax a bit. 
For the record, one of us mods normally close these threads down due to the redundancy of the conversation. The info is here on the forums and the search feature pulls them up quite nicely. It's all about the key words you use in your search. For this topic underpowering or even overpowering would have brought up plenty of relevant threads/posts.
So, considering why we have closed these in the past and I don't want this thread getting nasty, this thread is now closed.
