My guess it's just an attempt at an ergonomic fix to hold the bass in the preferred position against the belly - doesn't look terribly comfortably to me.In a few months you'll have little baby Mustang basses.
Bet it's some kind of hollow resonating chamber or some such.

Another thought occurred to me. Since there's no jack, maybe it's to allow someone that's deaf to literally feel the bass?
