I don't know if this is the problem you are having with the volumes wide open, but you should take a minute to check it:

If one of the pickups has the red wire soldered to the body of the pot, the other should have the black wire soldered to its pot body . This is how Peavey created reverse polarity and humcanceling at equal volumes. If they are not wired this way they will be out of phase at full volume and will have a strange hollow tone. If these basses have been rewired at some point in their history it would not be uncommon for someone to have made this mistake.

Here's my latest project(still in planning stages, but I have purchased all the parts). I have a MIM Jazz that plays well, but I definitely prefer SuperFerrites. I was given a SF from a fury(not as tall as the superferrites from other models, but the magnet is twice as wide and is hidden by the pickguard) and just got a Patriot SF off ebay for $25. I am going to have a local luthier route the bass, then I will wire it up. I haved dubbed it my Peaver Fendation. Ill let you know how its coming along, though I will have a bit of a delay to finance the routing(Just had $2000 tax bill, and an equal amount on car repairs).

I was trying to dste my new used foundation. I went to the peavey site and found this:
