What is your price range? Because there are not too many short scale active basses being made. Warwick corvette, Birdsong, Landing. Birdsong and Landing are custom bass makers that specialize in short scale basses. Warwick has a Corvette model that comes short scale and active.
Squier vintage modified jaguar? There are a few different models, several of which are short scale and active. Low action is largely a matter of the setup, not an inherent quality of the bass.
I think the short scale jags only come in passive. However you could just add a preamp to any passive short scale to make it active.
EDIT: never mind, you're right. The active models appear to be the full-scale ones. My error.
It's not a need, more a want. I have played a few basses over the years an am looking for something a little different. Been researching and maybe the short scale is not too important. I am currently playing a fender jazz modern and have struggled with some stretches so possibly just getting lazy in my old age.
