That's a powered hub, that might solve the problem.I bet it's the hub; I had a similar experience with a Lego NXT brick and a USB hub I got from a trade show - would communicate when connected directly to the PC, but wouldn't do poo when connected to the cheap hub. I swapped that out for a Sabrent HB-U14P hub and haven't looked back; the Sabrent is currently pushing 4x One Series pedals without issue.
ETA: check to see if the ports on the hub are 'split voltage' - one port doing 5v, another 3.3v, another 1.2v or whatever, and if they are, try it in the 5v port.
I think I have one somewhere to try with.
It's a bit strange that both of the Red panda pedals worked fine.
Maybe that only require 3.3 volts to operate the USB port.
Well, it's good to know that it should work, my up-and-coming MIDI setup requires the hub.
