I recall this being an option with at least one manufacturer years ago. You literally stacked the individual pots on a shaft to get the number and values needed. The brand name will come back to me, but this was for a complex engineering control application, and I don't think cheap was part of the equation.
Almost any pot manufacturer can do this - if you're able to order enough parts to make it worthwhile to them.
The internal construction of pots is designed to be modular and interchangeable. A 50 Kohm resistive element is the same size and shape as a 250 Kohm element. Almost any manufacturer could make up, for example, some dual-gangs with that combination. They don't because there isn't much demand for those. Bassists and guitarists are a small volume application to them.
