I really love punk and surf. I was in a surf band last a couple years ago here and Boston, and while I loved playing the music, the shows were few and far between. Maybe it's different out west but there isn't a big call for surf music here. The funny thing is that Dick Dale is one of the creators of the genre and he is from Massachusetts.
If by "better" you mean "completely different" and "useless to compare," then holy poopie, you're absolutely right.
I don't have the know-how to participate in this flame war / discussion. So I'll just pitch in by saying that Link Wray was a badass, and Dick Dale is still a badass:

Also, when I listen to Violent Femmes and early B-52s I can hear all sorts of surf and punk influences mashed together.

Not as soon as previously hoped, unfortunately, due to a dispute she had with a cell mate, which resulted in her sentence being considerably distended.
But at least now she's got her own cell.
I think oftentimes in punk and post punk the surf twang is incidental, the result of young would-be's being forced to
make due with an older sibling's Fender Strat and pitiful portable picnic amp rather than the Les Paul and half stack they dreamed
of playing but could neither afford nor access.
