The packaging for a set of 7250M's isn't there to protect the strings from the elements. It's there to protect the elements from the strings.
This doesn't really help considering the 7250M is used as factory strings on so many Fender basses hanging naked in so many music stores!

You have supplied us with photographic proof that even Doc Brown is no match for the power and magnificence of 7250M's. Let's face it, these strings are a force to be reckoned with.

Here's what I'm going to do to commemorate this special day...
When I purchase my next Fender bass that still has the factory 7250M on it, I will keep the strings instead of cutting them off on the very first day like I've done in the past.

I'm surprised that you were even able to cut through them. I suspect that someone put imposter strings on your bass before you bought it.
The other day I woke up at 6:30am and sat down at the breakfast table. The set of Fender 7250M sitting across from me said, "Good afternoon." Suddenly, it was 2:00pm.
Wow... If I had known those factory strings were worth that much, I would have kept them on my new Am Std P a little longer than one hour after I got it home!
