I don't speak Japanese, but I'll take a whack at translating it since I did sleep in a Holiday Inn Express a time or two.
"If I played such a base(sic) in a live house
Significant attention! What?" = This thing looks killer on stage and people will notice you!

"The neck is almost straight." = This thing is as crooked as a politician.

"Fret is over 9 minutes." = either: The condition of the frets is 9 out of 10 or . . . 9" radius or . . . No clue, bro.

" It is unused after rubbing." = With a good polishing, it will look brand new.

My professional hourly rate starts at $350/hr (American) but for someone with whom I've done business, I'll throw this one in for free. Yw.
 
"Untested. No power cord." You'll see this on electronics ads. Translation: "Someone let all the smoke out. It will never work again. I threw away the power cord and am now claiming ignorance."

"Just needs this one part, available at any guitar/bicycle/camera shop." If it's so very available, why didn't they just get it and make the sale that much easier? Translation: "The missing piece is made of unobtainium. You'll never get this POS to work again."

Hi everybody, I'm interested in an Aria Pro II Thor bass--it checks a lot of boxes for me--the description of which boasts the cryptic line, "The neck is almost straight." Should I take this to mean it has the appropriate amount of relief or that it's bowed? Sorry for the dumb question!

You need to have it in your hands before exchanging cash.
 
Phrases like "new neck" or "new strings" don't ring a bell, but why would one write about neck straightness if it's just fine. I'd be suspecting.
Because some people are oversuspicious: "Hmm, he didn't talk about the neck straightness, it must be bent". What is fine or undesirable is different for everybody. A little bit of relief (i.e. almost straight) and an excessively bowed neck are two different things.
