From my own experience getting screwed over on more than a few occasions, I think your best bet is to assume the neck is warped. Then you can decide on whether or not that's a deal breaker, or within what you consider acceptable.

I don't speak Japanese, but I'll take a whack at translating it since I did sleep in a Holiday Inn Express a time or two.

"The neck is almost straight." = This thing is as crooked as a politician.

"Fret is over 9 minutes." = either: The condition of the frets is 9 out of 10 or . . . 9" radius or . . . No clue, bro.

Because some people are oversuspicious: "Hmm, he didn't talk about the neck straightness, it must be bent". What is fine or undesirable is different for everybody. A little bit of relief (i.e. almost straight) and an excessively bowed neck are two different things.

I have bought basses and guitars sight-unseen but I did so accepting a calculated risk. Of course I prefer to see it first, but sometimes you just hope for the best (or at least a decent return policy).

I think the seller thought that if he ships a bass with the neck "straight", it could arrive at destination with a back-bow, and that it's safer to put a bit of relief in it. Just a guess.
