Hard to tell with all the dust, but if there is white crystals on one or both of those, it may be starting to leak, in which case replacement will be needed. If one is leaking/has leaked, the other, being the same age etc. will likely need replacement as well.
what’s it (or not) doing? the silicon is pretty standard since the mass of the cap will stress the leads with vibration….For those of you that know more about amp electronics than I do....

So nice that things went well and the mighty Thunderbird performed well! Not bad for a one trick pony of a bass! I must comment that this pic is the first time I've seen someone playing a Thunderbird and it looked small. After all, they ain't little basses. It almost looks like a Firebird. You must be a man of some stature to make a Thunderbird appear smallish. Thanks for the great report.Good evening Thunderbird loving sisters and brothers. Just dropping in to say hello and wish all our service members a sincere thank you. Thanks as well for the good advice I received regarding the recent recital I played at. Essentially ad hoc bands of students perform for family and friends. They are great fun and the first time I had been near a stage in about 18 months. First time I have ever gigged or performed with my Thunderbird. Beyond pleased with her sound up loud. Several inquiries and compliments on the playing and the bass. Nothing else like her at this performance. I have to say after Steal my Kisses, I felt like Soulshine almost played itself. Great fun. Thanks again for the good advice and suggestions, much appreciated. Have a great evening folks.
People love power, even those claiming to be against it. Which is why 99.999999 of them should never be anywhere near it and it should be diluted as much as possible.Too many wowsers around mate, the wowsers have won.
