I'll go with an umbrella in an antique hall tree, next to a foyer table. Something like this:
It's not a step, it's a shelf or cabinet. And it's the tip of an umbrella.
What kind of person would use an umbrella? Be very careful.

i'm looking at google maps on the right, if you zoom out it says warren. warren - not far from word warden. so i'm gueesing this is a prison. do you want to end up in prison? run away from this add!!!111!!!!1!!!!
looks like umbrella to me. could be this guy is mr penguin. he is also warden of gotham city prison. nice twist. who's the best detective in the world now? eat your heart out batman!
