Fodera Victor Wooten with 040 strings is one of the fastest necks I've ever played.
A few others that I've tried.
All Hanewinckel basses

Depends on what ya mean by fast. Some just mean thin, some mean a non-sticky surface, some mean low action, and any given combination.
To me, speed is 1/3rd technique, 1/3rd meticulous set-up, and 1/3rd good construction.
My "measuring stick" for fast is the Peavey Cirrus and it's uber rare to find something under $1k that can come close, but not too difficult in the boutique department.

Ibanez SR series - 38mm nut x 19.5mm thick @ 1st on the 4bangers - they're site gives you measurments
not neck specific, but ive always felt i could play faster with lighter instruments. like a ball player swingin his bat in the on deck circle with the weight compared to when hes actually at bat without the weight.

Um... Probably my custom 24.67 string 87 fret highly figured and awesome bass. It's got a hemi, so I would say it's pretty ****in fast.
interesting conversation. My high school band had a peavy cirrus (as I recall, but it was definetly some kind of peavy) that i got a chance to screw around with when skipping classes. It was built like a tank, had a pretty "fast" feel, and no soul at all. Just my opinion. I find Ric necks pretty quick due to the bound fretboard preventing badly filed frets from tearing up your hand and the finish on the back is smoother then natural wood. Dimensions are not the smallest and thinnest, but a cramped fingerboard wouldtendto impede speed IMHO. Just me.
I'm going with Chuck Yeager's neck. First one to do the speed of sound. And another West Virginia boy.
A close second would be the Fender Urge I, or any similar 32" scale neck. The urge's small stature and asymmetrical profile make it quite the player. So easy to play fast that I used to feel like I was cheating by playing it instead of a P or J.

I'd say there's a 3 way tie in the fastest necks I've played, the Skjold Lions Pride, Lakland 55-94, and the Pre-Fender Kubicki X-Factor. All 3 of those basses had incredible necks.
Hmmmm.....not sure about your criteria, but the fastest neck I have seen would be an Alembic. Long, perfectly straight (slight curve), thin, narrow, very accessible on the high frets.
That being said, it is not the most comfortable neck in my arsenal.
