(I, too, have some blanks that have been idle. And while I'm not sure if I'll actually use them for this, it doesn't hurt to have the option.)

I like options
So if we look at some of the blanks I have laying around, only one of the four is eligible
Not the walnut because it's not square
Not the mahogany because it's got a scarf cut
Not the limba because it's got a TR channel rout
The maple is eligible
I put together years ago.....just looking for the right body

Agree. Having a rectangular blank that isn’t tapered, isn’t scarfed, isn’t routed, and isn’t shaped, but is dimensioned, is IMHO within the spirit of the “dimensioned lumber” rule.
So just to clarify...if someone has a pile of stringers, they can glue them up into a neck billet, as long as it's a straight block?
Just to be devil's advocate, by extension, that would mean that if I had a design that used a tapered core block, I'd have to wait until the start of the build-off to taper that core block and then glue up my stringers. But...if I deleted the tapered core block, I could glue it up right now and let it settle for a few months? Seems like this could potentially lead to unintended consequences? My family finds me equally annoying...

If prefab necks are "ok" ...given you state the manufacturer.... why can't the manufacturer be "me"... (hypothetically)... using a neck I already carved??

Some entrants may not have the tools/skills/confidence to make a neck, so for those peps, we give this option.
I think a few people have used this option in the past. Just want to get as many participants as possible
This parameter may have to change as it presents a certain bewilderment that causes your emoticon to pop it's eye out

If you have the skill/tools to make a neck, then it should be part of the build (hence neck blank only), if you don't you can use a prefab neck.
Right, however just because I have all the parts TO glue up a neck blank now doesn't mean I should rush in and start just to have it ready... because I can.
Now if I had some that I glued up last year hoping to someday find the right project, that's more in line with the spirit of the competition.

So maybe then:
Prefab neck can be used - show the whole thing, unaltered, in the "show your wood" pic
Build your neck - start with a billet, but who cares what the billet is made from as long as it is an unshaped brick
I don't actually have a tapered blank ready (well, I do for guitar), but I figured some might take advantage of the "show up with a billet" and get it ready now.
Rather than get into an argument about it, we just accept whatever that billet looks like?

Truly hardened criminals are not, I suspect, the type to hang out in the LC anyway. We’re all reasonable folk here, with a healthy dose of honor and integrity. Right?

Yes, this is a slippery slope.
Maybe we just don't allow pre-fabed necks anymore. This would be the skill level expected to enter the build off
We would allow peps to pre-laminate and dimension neck blanks (without taper), and be done with it.
We would be hard pressed to tell if someone pre-laminated a neck 3 months or a year prior to the build off.
I think we're over-thinking here; A pre-laminated neck is maybe a day's worth of short-cut. A tapered core pre-laminated neck likewise. I tend to think that a pre-made neck will garner fewer votes than a scratch built neck in any event. My $0.002 (yes, I value my opinion at less than a penny

If it's between allowing a pre laminated neck blank and allowing a pre fab neck, as someone who usually buys a neck, I'd say that any work done by the person needs to be done during the contest. That said I think we're over thinking this and we should allow both pre fab necks and unshaped laminated neck blanks and trust the good people of the LC to act with integrity.
