How's this sound?

Entries would have to contain air-space outside of control, battery, and pickup cavities.
Acoustics, archtops, semi-hollow, chambers, that kinda stuff!
No caveat on scale or strings.
Bass ukes to extended scales allowed.
One string to full blown harp basses allowed.
The build would need to be bass oriented (guitars not allowed)

Maybe "has to have an E"?

There must be a string tuned to E at 41hz

That'll keep it a "bass" contest but still leave lots of room for variety.
 
Yeah, we ran into this last year where someone wanted to build a guitar for the build off

According to the internet they do not. Maybe must have at least one of the strings from a 4-string bass? Is there some scientific description of bass? What point in the frequency range do you officially cross into low-mid?

Usually, they use bass strings, but because they're shortened to be like a bass capo'd at the 12th fret, they only go down to 82 Hz. I'd allow them as they're a bass in terms of intent.

I think last year we decided that minimum diameter for lowest pitch string is .084". This allowed people to build a Bass VI. Probably stick with this
